Tier II reporting software for a small facility: the four ways

If you run one site, or a few, there are four ways to get a Tier II filing done by 1 March. They differ in price, and in who works out the answers — which chemicals count, how many pounds you hold, and which hazard boxes to tick.

The four ways, side by side

  1. Your state’s system, or EPA’s Tier2 Submit

    Price
EPA’s software is free, but many states charge a fee — 34 of the 52 we have read do. E-Plan states can charge $25 a site; Texas charges a fee. Check yours on its state page.EPA · EPA · TCEQ
    Who works out the answers
You do. The form asks for each chemical, its pounds and its hazard classes.
    Who hands it in
    You do.
    Fits you if
You already know which chemicals count, how many pounds you hold, and their hazard classes.
  2. An environmental consultant

    Price
$1,000 to $8,500 a project at one firm that publishes its prices; $1,500 to $3,000 for a small, first filing.RMA
    Who works out the answers
    They do, from your records.
    Who hands it in
    Usually they do.RMA
    Fits you if
You want it off your desk, and the budget is there.
  3. An enterprise EHS platform (Encamp, VelocityEHS, Ecesis, ERA)

    Price
Not published. You book a demo and get a quote.Encamp · VelocityEHS · Ecesis
    Who works out the answers
Their software, across all your sites.
    Who hands it in
Encamp does, and pays the fees. Ecesis gives you a report to hand in yourself.Encamp · Ecesis
    Fits you if
Dozens of sites and an EHS team.
  4. Tallymark

    Price
The check is free. $399 a year for one site, $799 for up to 3.
    Who works out the answers
We do, from what you keep on site — and we show the rule behind each answer.
    Who hands it in
You do. The owner or operator, or someone they officially name, has to certify it — so we cannot.
    Fits you if
One site, or a few. You are doing it yourself and are not sure where to start.

What we do not do

We do not hand in your filing or pay state fees. The owner or operator, or someone they officially name, has to certify it40 CFR 370.42(a), so we build it and you send it. If you want someone else to send it, a consultant or an enterprise platform is the honest answer.

Will the file work in your state?

25 states take the file we build. In 27, you type the answers into the state’s own system, and our answer works as the worksheet you type from. Find your state.

Questions people ask

Is there free Tier II software?
Yes. EPA’s Tier2 Submit is free. Many states still charge a fee to file — 34 of the 52 we have read do — so check yours. These systems are forms: they ask for each chemical’s pounds and hazard classes and do not work those out for you.
How much does a Tier II consultant cost?
One firm that publishes its prices says most projects run $1,000 to $8,500, and $1,500 to $3,000 for a small, first filing at one site.
Can software hand in my Tier II filing for me?
Some enterprise platforms do — Encamp says it hands in filings and pays the fees. Tallymark does not: the owner or operator, or someone they officially name, has to certify the filing, so we build it and you send it.

How we checked

Every price and claim about another company comes from that company’s own page, and every rule from EPA or the state. We opened each one on 7 October 2026 and check them again every three months. If something here is out of date, tell us at filings@tallymark.co.
