Find out whether you have to file.
Tell us what you keep on site. We check it against the EPA List of Lists, show every rule we used, and build the file your state accepts.

- EPA’s own free tool builds the file but does not tell you whether you must file.
- A consultant costs $750–3,000 to answer the same question.
- Either way, you sign it — 40 CFR 370.42(a).
Every state files Tier II differently, and the free EPA tool does not tell you which way yours works. We checked.

Notes
- 11,850 gal converted at 7.1 lb/gal. EPA List of Lists, April 2025, row 1,247.
- 2Reported as a mixture component — Prestone antifreeze is 89% ethylene glycol by weight.
- 3Inside 96 lead-acid batteries. EPCRA §311(e)(3) exempts a substance only where it is used for household purposes or is in the same form and concentration as a product sold to the public — a shop’s core rack is neither.
- 4Your Tier II threshold is 10,000 lb either way — EPA lists hydrochloric acid as extremely hazardous only in its anhydrous and gas forms, not in solution. We still need the concentration: at 37% or above a separate rule applies, Clean Air Act 112(r), with a 15,000 lb threshold.
