Tier II options for a small facility
Tier2 Submit for 2026: where to get it, and what it does not do
The short answer
Tier2 Submit is EPA’s free form. It turns your answers into the file your state wants, but it does not tell you the answers. Tallymark works them out — whether you have to file, the pounds, the hazard classes — and builds the same kind of file, which opens in Tier2 Submit.
Getting Tier2 Submit
- It is free from EPA, for Windows 11 and for recent Mac versions.
- On 7 October 2026 the newest version was Tier2 Submit 2025 “rev 1”, which is for reporting year 2025.
- EPA makes a new version around November each year, and only the newest one can build this year’s file. For your 2026 inventory, wait for that version before you build the file.
- It can import your .t2s or .zip files from the two years before, so you start from last year’s answers instead of typing them again.
- Not every state takes the file. EPA says to ask your state; by our reading of each state, 25 of 52 take it and the other 27 have you type it into their own system.

Choose Tier2 Submit if
- You already know every chemical that counts, its pounds and its hazard classes.
- You only need to type last year’s answers again.
Choose Tallymark if
- A letter or an inspector says you may owe a filing, and you are not sure where to start.
- Your products are in gallons, or are mixtures.
- You want the dates in between (new chemicals, revised sheets) watched for you.
Using both
Use Tallymark to work out the answers and build the file, then open it in Tier2 Submit to look it over before you send it.
