How Wyoming takes it
Wyoming takes the Tier2 Submit file through a portal run by Aristatek, and one submission there reaches everyone who needs it. There is no filing fee.
The file we build is the one this state works from.
The filing is due 1 March each year and covers the calendar year before it. Wyoming passes it on for you — one submission covers all three. Worth a call to your county, though: a few run their own list on top.
Before you send it — what else Wyoming asks for
Wyoming does not charge a filing fee. It does ask that the company name be attached to every station or facility you own, and a Section 302 site must attach either the state’s EHS worksheet or a current facility emergency response plan with a site plan that marks where the extremely hazardous substances are.
Does Wyoming set its own limits?
Wyoming's own agency says it uses the federal thresholds, and we read that page rather than assuming it. We have not gone behind it to the state code, so we say that too.
Wyoming applies the federal thresholds unchanged and charges no filing fee. Filing is through the Tier II portal Wyoming has contracted to Aristatek; an EHS worksheet is attached to the .t2s file for the submission.
The words we read
Wyoming Office of Homeland Security, SERC Tier II page: “Wyoming does not charge a filing fee.” Filing goes through Wyoming’s Tier II portal (operated by AristaTek). The page states the reporting duty in the federal terms of EPCRA and publishes no separate Wyoming threshold. Wyoming Statutes Title 35 (Public Health and Safety), the whole title read from the legislature’s own site on 2026-09-08 and searched: the words “Tier II”, “chemical inventory” and “hazardous chemical” do not appear anywhere in it. What is there is the Wyoming Emergency Response Act at W.S. § 35-9-151 onward — a short title, definitions of “emergency responders”, and the creation and duties of the state emergency response commission. It builds the commission; it does not impose an inventory filing or set a quantity. The federal thresholds are what apply.
Searched all of Wyo. Stat. tit. 35 (2026-09-08); the Wyoming Emergency Response Act is at § 35-9-151
Where we read this

Wyoming does not charge a filing fee. The TIER II Submit portal is: https://wyo.tieriiportal.aristatek.com. You only need to make one submittal to this link and Aristatek will distribute to the required parties.” The portal itself instructs: “you will be prompted to upload your Tier II Submit (.T2S) file”, and an account is not needed to submit.EPA, “State Tier II Reporting Requirements and Procedures” — Wyoming, read 2026-10-12: “The Wyoming SERC requires facilities that fall under Section 302 reporting requirements … complete the EHS worksheet … Alternatively, submission of a current Facility Emergency Response Plan that includes a site plan (with location of EHS identified) will fulfill this requirement.” Wyoming’s portal (wyo.tieriiportal.aristatek.com): “Beginning in 2022, the Wyoming SERC requires facilities meeting the EPCRA Section 302 criteria to submit an ‘Facility Emergency Plan’ attached to their annual Tier II file submission.”Checked 2026-09-06
