How Illinois takes it
Illinois files through Hazconnect, and we have not found anything from the state saying that system imports an EPA Tier2 Submit file — so plan on typing from our worksheet. IEMA will not take paper — it says hard copies sent to the state are shredded. Your local emergency planning committee and fire department are a different matter: Illinois tells you to print the finished report, sign page 1, and send it to them on paper.
Illinois’s own pages name no filing fee. That is not the same as the state saying there is none, so if it matters to your budget, ring them and ask.
This state does not take the file. Our answer works as the worksheet you type from, with the rule behind every number.
The filing is due 1 March each year and covers the calendar year before it. Illinois does not pass it on for you — we checked. Filing closes the state’s copy only; your local committee and fire department each need their own from you.
Before you send it — what else Illinois asks for
Illinois asks for two things our file cannot carry. First, a safety data sheet for every chemical has to be attached inside Hazconnect — the state writes that SDSs “shall be attached”, while a site plan only “may” be. We do not hold your suppliers’ sheets, so you attach them. Second, Illinois wants the location of each chemical inside the site, and Hazconnect lets you put latitude and longitude on individual storage areas; our file carries one set of coordinates for the whole facility, so you add the per-area detail there. 430 ILCS 100/12(f)(5).
Does Illinois set its own limits?
Illinois's own agency says it uses the federal thresholds, and we read that page rather than assuming it. We have not gone behind it to the state code, so we say that too.
Illinois states the duty in the federal terms and publishes no pound threshold of its own — its Tier II page links to the federal Appendix A to Part 355 instead.
The words we read
Illinois IEMA-OHS (SERC), Tier II reporting page, read 2026-09-05 and 2026-09-10: the page states who must file — “Owners or operators of facilities with hazardous chemicals on hand in quantities equal to or greater than set threshold levels must submit Tier II forms between January 1 and March 1 for the previous calendar year” — and does not restate any pound threshold of its own; it links to the federal Appendix A to Part 355. We read the agency page, not 430 ILCS 100 itself, so we grade this as guidance rather than codified.
Where we read this
- Illinois IEMA-OHS (SERC), Tier II reporting page, read 2026-09-05 and 2026-09-10: “the location at the facility of the hazardous chemical” (430 ILCS 100/12 (f)(5)); Hazconnect lets filers “apply the Longitude and Latitude coordinates to individual chemical storage locations, within the facility site”; “DO NOT SUBMIT HARD COPIES TO IEMA AS HARD COPIES ARE NOT ACCEPTED AND WILL BE SHREDDED.”Same page, on attachments and paper. Mandatory SDSs: “Electronic Safety Data Sheets (SDSs) shall be attached to current (2025) Tier II chemical entries in the Hazconnect™ Chemical Section”. Optional site plan, in the state’s own contrasting word: “An up-to-date site plan (map) may be attached in Step 5 on the Facility’s Home Page.” Paper goes to the local bodies, not the state: “After you have completed your 2025 ANNUAL Tier II submission, PRINT out hard copies, sign at the bottom of Page 1, and submit the report, as well as new or updated site plans and SDSs, to your LEPC and fire department”.Deadline, in the state’s words: “Owners or operators of facilities with hazardous chemicals on hand in quantities equal to or greater than set threshold levels must submit Tier II forms between January 1 and March 1 for the previous calendar year.” The page does not restate any pound threshold of its own — it links to the federal Appendix A to Part 355 — so the federal numbers are what apply.Checked 2026-09-10
