How Mississippi takes it
Mississippi requires E-Plan for all Tier II submittals.
The file we build is the one this state works from.
The filing is due 1 March each year and covers the calendar year before it. Mississippi does not pass it on for you — we checked. Filing closes the state’s copy only; your local committee and fire department each need their own from you.
Before you send it — what else Mississippi asks for
There is a $25 filing fee per facility, and it is not paid to Mississippi — E-Plan is run by the University of Texas at Dallas and takes the money during the upload. Mississippi will not take the report by email or post at all. Your LEPC and fire department may want something of their own on top, so ask them. Two things worth knowing before you file. There is a fee, and it is not the state’s: “The University of Texas at Dallas, administrators of the E-Plan website, will charge a $25.00 facility filing fee that is paid directly to UT at Dallas during the upload process at the time of submission.” And once the upload goes through, MEMA says “the State of Mississippi reporting requirements have been fulfilled. No copies, e-mails, notifications, or additional actions are required by the State of Mississippi.” Read that carefully: it is about the state. MEMA adds in the next breath that “Local LEPCs or Fire Departments may have reporting and notification requirements specific to their jurisdictions and they should be contacted individually,” and its own page still describes a facility as responsible for “reporting hazmat inventories annually to the LEPC, SERC, and local fire department.” So make the two local calls; you just do not owe MEMA anything further.
Does Mississippi set its own limits?
Mississippi's own agency says it uses the federal thresholds, and we read that page rather than assuming it. We have not gone behind it to the state code, so we say that too.
Mississippi applies the federal thresholds unchanged. What the state adds is the route: its emergency response commission requires the web-based E-Plan system for every Tier II submittal, so there is no paper path to fall back on.
The words we read
US EPA, “State Tier II Reporting Requirements and Procedures” — Mississippi section. EPA’s compilation states the submission route and any state-added fields; it records no state threshold below the federal 10,000 lb / 500 lb-or-TPQ tests. MEMA’s own Tier II page, read 2026-09-07: it sets out how to file (E-Plan only, with the UT Dallas facility fee) and what the state does and does not require afterwards, but states no Mississippi threshold of its own. The numbers we apply are the federal ones in 40 CFR 370, which we read directly.

Where we read this
- Mississippi Emergency Management Agency (SERC), Tier II / LEPC pages (msema.org), read 2026-09-06 and 2026-09-07: “Mississippi requires the use of E-Plan for all Tier II related reporting”, and “all Tier II related reports must be uploaded electronically to the E-Plan website. The State of Mississippi does not accept Tier II reports via email or postal mail.” On the fee: “The University of Texas at Dallas, administrators of the E-Plan website, will charge a $25.00 facility filing fee that is paid directly to UT at Dallas during the upload process at the time of submission.” On what follows: “Once the upload is successful an e-mail confirmation will be sent and the State of Mississippi reporting requirements have been fulfilled. No copies, e-mails, notifications, or additional actions are required by the State of Mississippi. Local LEPCs or Fire Departments may have reporting and notification requirements specific to their jurisdictions and they should be contacted individually for guidance.” Elsewhere on the same page a regulated facility is responsible for “reporting hazmat inventories annually to the LEPC, SERC, and local fire department.”E-Plan, 2025 User’s Guide (erplan.net/news/docs/EPlanTier2SubmitUsersGuide.pdf), read 2026-09-07 and 2026-09-12: “You can use the Import Tier2 function to import an existing Tier2 Submit export file (ZIP), Tier2 submission file (T2S), or CAMEO export file (ZIP) into your E-Plan account” — so the file we build goes across instead of being retyped; you still complete the fields Mississippi adds and pass E-Plan’s validation. On the fee: “For Tier II filing year 2025, UT Dallas institutes an E-Plan administrative charge from the organizations that use E-Plan for their online Tier II report”; its table gives $25 per facility for Mississippi. The figure is set per filing year, so we recheck it every year.Checked 2026-09-12
