How Iowa takes it
Iowa only accepts Tier II through E-Plan.
Iowa’s own pages name no filing fee. That is not the same as the state saying there is none, so if it matters to your budget, ring them and ask.
The file we build is the one this state works from.
The filing is due 1 March each year and covers the calendar year before it. Iowa does not pass it on for you — we checked. Filing closes the state’s copy only; your local committee and fire department each need their own from you.
Before you send it — what else Iowa asks for
Iowa wants two emergency contacts, not one. Iowa wants three separate deliveries, and only one of them is a website. The state commission takes it through E-Plan. Your LEPC does not: “Each county has a preferred method, refer to the ‘County Coordinator List’ at www.iowadnr.gov/tier2.” Your fire department takes it by “Mail or Email,” and DNR suggests calling to check which they prefer. So budget time for two phone calls beyond the filing itself. Two fire departments have told the state they do not need a separate copy: Des Moines Fire and the Dubuque Fire Department. The window also opens late: “The reporting window opens on January 1 and reports are due by March 1” — you cannot file in December.
Does Iowa set its own limits?
Iowa's own agency says it uses the federal thresholds, and we read that page rather than assuming it. We have not gone behind it to the state code, so we say that too.
Iowa uses the federal thresholds as they are. Section 311 adds two duties. You send a first notice when you start. You send another whenever a new hazardous chemical crosses a threshold.
The words we read
Iowa DNR, Chemical Inventory Reporting: reporting applies to facilities that “are required to prepare or have available a Safety Data Sheet (SDS) for hazardous chemicals and those chemicals are over the reporting threshold quantity,” with “an annual inventory due March 1st of the hazardous chemicals a facility had at any point over reporting thresholds in the previous year.” Iowa states the duty in the federal terms of EPCRA §§ 311–312 and publishes no separate state threshold.

Where we read this
- EPA, “State Tier II Reporting Requirements and Procedures” — Iowa section, read 2026-09-06: “Iowa only accepts Tier II information submitted through E-Plan. Iowa does require two Emergency Contacts.”Iowa DNR, “Tier 2 Chemical Inventory Reporting Informational Sheet”, read 2026-09-07: “You must submit your Tier 2 report to the State Emergency Response Commission (SERC), Local Emergency Planning Committee (LEPC), and your local fire department.” · “SERC: E-Plan Software: tier2.erplan.net/onlinefiling/filingLogin.htm” · “LEPC: Each county has a preferred method, refer to the ‘County Coordinator List’ at www.iowadnr.gov/tier2” · “Local Fire Department: Mail or Email the Tier 2. You can also call to check their preferred method” · “The reporting window opens on January 1 and reports are due by March 1.” The sheet names no filing fee.E-Plan, User’s Guide, read 2026-09-07: “You can use the Import Tier2 function to import an existing Tier2 Submit export file (ZIP), Tier2 submission file (T2S), or CAMEO export file (ZIP) into your E-Plan account,” and its FAQ has a page for exactly that. So the file we build goes across instead of being retyped; you still complete the fields Iowa adds and pass E-Plan’s validation before submitting.Iowa DNR, Chemical Inventory Reporting (iowadnr.gov), read 2026-10-12: “The following fire departments have identified that they don’t need a separate submission from E-Plan. Des Moines Fire / Dubuque Fire Department”.Checked 2026-09-07
