How Arkansas takes it
Arkansas asks facilities to file electronically through Hazconnect. We have not found anything from the state saying that system imports an EPA Tier2 Submit file, so plan on typing from our worksheet.
This state does not take the file. Our answer works as the worksheet you type from, with the rule behind every number.
The filing is due 1 March each year and covers the calendar year before it. Arkansas passes it on for you — one submission covers all three. Worth a call to your county, though: a few run their own list on top.
Before you send it — what else Arkansas asks for
Arkansas says ADEM passes your electronic report on to the local committees and fire departments across the state. The same page still repeats the federal rule that the report goes to all three, so a call to your fire department costs little. Fees: $200 per lease for oil and gas leases, which the state treats as one facility each; municipal facilities pay nothing but still report in full. No paper is accepted at all.
Does Arkansas set its own limits?
Arkansas's own agency says it uses the federal thresholds, and we read that page rather than assuming it. We have not gone behind it to the state code, so we say that too.
Arkansas uses the federal thresholds as they are. A hazardous chemical counts at 10,000 lb. An extremely hazardous substance counts at 500 lb or its planning quantity, whichever is lower. What Arkansas adds is the route, not a number. You file online through HazConnect, not on paper.
The words we read
US EPA, “State Tier II Reporting Requirements and Procedures” — Arkansas section. EPA’s compilation states the submission route and any state-added fields; it records no state threshold below the federal 10,000 lb / 500 lb-or-TPQ tests. Arkansas’s own page, ADEM “Hazardous Chemical Information” (dps.arkansas.gov), read 2026-09-07: “If you have any hazardous chemicals or extremely hazardous substances above a reporting threshold present at any one time you” must report; “Extremely hazardous substances (EHS) include only the 356 chemicals listed under Section 302 of the Emergency Planning and Community Right-to-Know Act. The reporting threshold for extremely hazardous substances is 500 lbs. or the threshold planning quantity (TPQ), whichever is less.” The page points at 40 CFR 355 Appendices A and B for the list and quantities, and sets no Arkansas threshold of its own.

Where we read this
- Arkansas Division of Emergency Management (ADEM), “Tier II Reporting” (dps.arkansas.gov/emergency-management/adem/plan-prepare/tier-ii/tier-ii-reporting-assistance), read 2026-09-06: “In Arkansas, ADEM acts as the state’s central repository for Tier II information. Facilities electronically submit Tier II reports each year, and ADEM distributes them to Local Emergency Planning Committees (LEPCs) and fire departments statewide”, and “HAZCONNECT Program provides access of TIER 2 data to local officials/LEPCs and Fire Departments”.The same page also says “Facilities must provide an annual inventory report to SERC, LEPC, and local fire departments in the form of a Tier II Report due on March 1 of each year”. Because the page says both, we do not treat Arkansas as a one-stop state.Filing: “All TIER 2 Reporting Submission will be through the HazConnect Program … No paper forms will be accepted.” Fees: “The fee is $200.00 per lease/facility”; “Municipal Facilities – No fee required, but full reporting is mandatory.”Arkansas Division of Emergency Management, “Tier II Reporting Assistance” (dps.arkansas.gov), read 2026-10-12: “Facilities electronically submit Tier II reports each year, and ADEM distributes them to Local Emergency Planning Committees (LEPCs) and fire departments statewide.” and “HAZCONNECT Program provides access of TIER 2 data to local officials/LEPCs and Fire Departments.” The page also says: “Facilities must provide an annual inventory report to SERC, LEPC, and local fire departments.”Checked 2026-09-08
